I think contacting his publicist/agent and having some compelling reason for him to want to meet you would be more effective.
I think inner circle is about connecting less specifically with people who can help or teach you.

I don’t know if inner circle was designed to target specific people but I see no harm in trying 
Agreed, Emperor’s Lounge material. Or Questions. Grrr, I wish I had mod permissions so I could move it, but that would be too much power for one man. 
If you’re serious, turn it around. Instead of drawing him to you, runs the subs with the goal of becoming the person John Cena would want to meet instead. At some point, if it is right you two meet, you will. In the meantime, you’ll draw people into your life that help you get there.

Yes, it is definitely possible. But you have to take some steps.
Firstly, Request SubClub to make “Hustle, Loyalty, Respect” Sub.
Once it is out, buy it and stack it with “Inner Circle”.
Since HLR will have a gigantic scripting, it will take some time for you to see results.
