Here is an easy operational definition for you. If you have a goal, whatever activity that gets you closer to the goal is considered action. If you aim to work as a programmer and have no coding skills or inadequate coding skills, learning how to code is action. Building a portfolio is action. Then actively looking for a job is action. The more action you take the faster you will reach your goal.
Now, if you already have good coding skills and a solid portfolio but won’t look for a job because you want to finetune something, that’s procrastination. Procrastination is not just doing nothing. It’s also doing something else than the required action that will take you closer to your goal.
Not only do you have to take action but you also need consistent action. If someone’s goal is to be an NBA player but he just plays basketball once a week sure that’s action but that’s nowhere close to the the required amount to achieve his goal.
Take a piece of paper, and break down your goal into a series of logical and sequential steps. Then start from the first step. Do the activity that that first step requires. Do it daily or enough to gain speed and momentum. Then repeat with every step until you reach your goal. That’s action. Massive action is better than average action which is better than sparse action.
