Stark Black seems to be the title you are looking for. I haven’t tried SB, but for celebrity effects I’d think pairing it with Wanted Black would make you both famous and highly intriguing.

Indeed both are artisan titles and not recommended for beginners. But getting A- Level celebrity vibes isn’t a beginners goal either.

I’d say wanted would have this effect. I mean it does have the royal aura and has fame scripting sprinkled in there. Don’t forget all the looks you’ll be getting from women

That is the right question. An A-level celebrity can not walk down the street without body guard.

Most likely he doesn’t want this vibe constantly switched on, but maybe he wants to create a certain response when he is in social situations, like in a club or at a party. Or maybe he is talking about getting his business out there. It would help if he was more clear about what he actually wants to achieve.
