I have the same question. Basically, the question is: Can I create a custom with just 2-4 modules and nothing else.
Back in the time of Ultima customs, the answer was ‘of course.’. I think it still can be done now. Just need to see if the system accepts it.

Probably due to the way that subliminal scripts are constructed, the various modules in a custom seem to combine to form an integrated whole. The various modules ‘refer to’ and ‘connect with’ each other.
In a custom made up of 10 modules, the individual modules do not simply function separately; they work as members of a team. Each one seems to promote and be shaped by the functions of the others.
So when you combine those 2 program cores (Khan and Love Bomb for Humanity) together into one custom, I would expect them to integrate and support each other even faster than they might had you simply played them back to back.
I would think of them as creating a unified archetype: The Beneficent Khan.

The idea is that a synergistic composite or conglomerate has many compound relationships between the elements that make it up. When I was a boy reading X-Men comic books, the characters Wolverine and Colossus used to have this move called ‘The Cannonball Special’. Colossus, the super-strong X-man, would pick up Wolvie and throw him much harder, faster, and farther than Wolverine would have been able to jump on his own. So they combined their powers together to produce effects that neither man would have been able to achieve by himself; attaining, in essence, brand-new powers. ‘The Whole Is Greater Than The Sum Of Its Parts.’
